This is the vacuum actuated flatter that allows fresh air into the air cleaner assembly when idle speeds are lower. This was used on various Ford vehicles from 1968 to 1970 including the 68/69 390 GT, the non-shaker Boss 302, the "Q" Code 428 CJ.
